COVID-19 Updates

*Below are updates to how the COVID-19 outbreak is affecting the day-to-day operations of the department.*

May 15, 2020

Brighton Town Hall is closed to the public due to the COVID -19 public health emergency. The Town will respond to resident concerns and inquiries by phone or email. 

Building Permits Applications

The department will accept complete building permit applications for construction projects. Complete building permit applications must be mailed to Ramsey Boehner, Brighton Town Hall, 2300 Elmwood Avenue, Rochester, New York 14618.  The following must be submitted with the permit application: 

1.    A complete building permit application form.

2.    Two (2) copies of building plans and specifications;

3.    Two (2) copies of the instrument survey. The survey must be in the original scale; 

4.    Two (2) copies of the site plan or survey with the project accurately scaled on it; and  

5.    Contractor’s Workers’ Compensation Insurance Certificate or approved alternative must be submitted with all building permit applications. 

Building permit fees for generators, air conditioners, fireplace inserts, and reroofs shall be submitted with the building permit application.  Building Permit fees must be paid via check payable to: Town of Brighton for $35.00. The check memo area must note the project’s street address.

All other building permit fees will be determined during the review of the permit application. Once the building permit application review is completed, the applicant will be contacted by phone or email and told the fee amount to be mailed to the Town. Building Permit Inspections

Scheduling of building permit inspections will begin on Monday, May 18, 2020.  Inspections will be conducted to protect the Building Inspector, employees and the public from the spread and exposure to the Covid 19 virus. The manner and method of the building inspection shall be as determined by the Building Inspector.  It is the owner’s and/or contractor’s responsibility to ensure that the project site complies with the Building Inspector’s requirements.  The Building Inspector will provide a mutually agreeable anticipated inspection time of arrival for planning and preparation.   If the Building Inspector arrives at a job site to discover that any of the inspection requirements are not being followed, there will be an immediate suspension of the building construction inspection process.

Board and Commission Meetings

The department will accept Planning Board, Zoning Board of Appeals, Architectural Review Board, and Historic Preservation Commission applications. A pre-submittal conference/workshop with a planner will be required prior to application submission.  Application instructions will be discussed during the pre-submittal conference/workshop.   To arrange a pre-application conference/workshop for the following Boards, send an email requesting a pre-application conference/workshop along with your contact telephone number to the planner designated below:

Complete applications will be required to be submitted both digitally and via the mail. Complete applications must both be emailed and postmarked by the cut-off date listed on the 2020 Meeting Schedule.

Licensing of Plumbers

The department is accepting applications for plumber’s licenses.  The license fee must be paid via check payable to: Town of Brighton. Please note that the effective date of the 2020 Uniform Code and Energy Code of New York State will be May 12, 2020.  Substantially complete applications, sets of plans and specifications submitted prior to May 12, 2020 can be reviewed under the 2015 I-Codes as modified by the 2017 Uniform Code Supplement and 2016 Energy Code Supplement. 

At this time, the department will only issue building permits and provide inspection services for essential construction in accordance with Executive Order 202.6 and the guidance issued by the New York State Department of Economic Development.

Permits and Inspections

The Town of Brighton is not processing new permits at this time.  We will review this policy in two weeks and reevaluate the need to limit the processing of permits. 

No interior building inspections will be performed at this time.  Exterior building inspections will continue to be performed at the discretion of the building inspector.  Please contact your building inspector to schedule an inspection or if you have any questions.
