Budget Review Task Force

About the Task Force


The Budget Review Task Force (BRTF) is an ad hoc committee of volunteers appointed by the Supervisor to advise the Supervisor, the Brighton Town Board and the Director of Finance on budgetary and financial matters. The members are residents of the Town of Brighton who have expertise or experience in financial matters and organizational management. BRTF meetings are held at Town Hall generally between the months of June and October and are open to the public. The meetings are held at times related to preparation and review of the budget (generally between the months of June and October) and/or as needed for other studies that they may undertake. The meetings are informal, and regular minutes are not kept.

The Finance Director develops the agenda for the meetings, serves as the staff liaison to the BRTF, and provides the members information related to the budget, finance, operations and programs, and organizational management matters. The BRTF reviews the budget guidelines presented to Department Leadership that are used to prepare preliminary budget requests and the Tentative Budget, as well as providing advice on the budget. If the BRTF develops a position on a given Preliminary Budget, then a written statement may be prepared and submitted at a Budget Public Hearing.

The BRTF has also undertaken studies and generated recommendations for Town Board consideration. The BRTF has proposed appropriate ranges for the Town's fund balances, and has bench-marked elected officials salaries and offered recommendations for Town Board consideration. If a study generates recommendations, then the BRTF prepares a report with the assistance of the Finance Director.
